Are you claiming that as an error message, or do you just think it needs
another argument?  That's the correct command.  Even before "safe-upgrade",
the commands "upgrade", "dist-upgrade", "update" and even "install" needed
no arguments.

That said, I don't think aptitude is any more likely than apt-get to tell
you what's wrong - but "clean" and "update" certainly aren't going to tell
you what's wrong with a previous install.  "aptitude -f install" might
help.
