/etc/X11/xorg.conf should be the proper location for X settings.
The release notes for both 7.10 and 8.04 suggest that this has
not changed. Both files make reference to xorg.conf as the place
to store settings and neither says it is located anywhere else.
I have not hand-edited that file since I used Slackware, but the
release notes for both versions say that editing this file can
be done to affect changes in the X environment.
