best program for creating labels?

gLabels without a doubt. I know its a Gnome program, but IMHO its the
best there is and I use it under Kubuntu.
If you insist on going "pure KDE" then there is a program called
kbarcode (don't ask me why - I'm sure more people are interested in
making labels than barcodes) that's quite good, and you can use KWord
(part of the KOffice suite).
OpenOffice Writer has a wide range of labels in its suite but even more
that can be downloaded from its website.
But, personally, I don't think any of them is a patch on gLabels (I use
it for producing my own preserves labels, as well as mailing labels).
