best program for creating labels?

Thanks for the suggestions, everyone.

I ended up having to create labels for Avery size 8167 instead of size
6245, which meant that OOo was no good, since I couldn't find a template
for that size/format.

I use Scribus a lot, but couldn't see how to use it to create labels. There
didn't seem to be anything in the Scribus manual or the Scribus wiki.

So in the end I used kbarcode. I have to say that it was nothing like as
simple as MS Publisher, but I did eventually succeed in printing correctly
the labels I wanted (getting the printing in the right place on the page
was the hard part; it works out-of-the-box with Publisher, but with
kbarcode I had to move stuff around to get it to print in the right place).
