Jamie,
The discussion didn't seem to cover how to add an item
to the KDE Menu though it would seem that it was the
obvious answer to your problem.
I'm using kubuntu 8.04 alpha 2 KDE 3.5.9 with updates.
Kmail is not in the menu though it does start
correctly from konsole (i.e., kmail<ENTER>). You can
add it to your menu if you like by right clicking the
K menu icon, selecting Menu Editor then selecting New
Item from the File menu.
Also, if you've got a bad configuration of kmail, you
can get rid of it by deleting the following
files/folders:
/home/<USER>/.kde/share/config/kmail.eventsrc
/home/<USER>/.kde/share/config/kmailrc
/home/<USER>/.kde/share/apps/kmail
Once they are gone, kmail should start to the
configuration wizard.
