It may be the latter. When I used the package that applied the current KDE
theme to GTK apps, firefox (but not OpenOffice) behaved poorly. I had to
create an exception for Firefox to stop it from misbehaving. I don't know,
but perhaps firefox's GTK implementation is non-standard and that is why it
is different by default.
