That is correct. It is hard to say whether it is something that has changed in
Dolphin or something else in KDE4. But basically when you select Places in
Dolphin it fails with a message that it cannot find any shares. If you log off
and select standard KDE then samba in Dolphin works fine.
Under KDE4 you cannot even open konsole and run smb on its own.
So something has changed in the KDE4 process but no idea what
