Don't know if this will help in your case. I hope it does:

On my laptop running Kubuntu 7.10 I had to check some "Enable roaming"
check box or something like that somewhere in KDE's wireless settings
to get it to display the list of available wireless networks. Maybe
try that. Maybe its under "manual configure" somewhere but I don't
remember where.
