No, this is a feature.  The Network-manager packagers (this didn't used to
be in upstream, though I don't know if it's still true) wanted a way for
the user to be able to say "don't handle this device".  The simple solution
was "don't handle any interface in the interfaces files".  Now, if only
that was clearly documented, instead of everybody having to google or ask
here to find out...
