So either the cron job doesn't run, or it doesn't work :-)

Try: 

# apt-config dump | egrep "Update-Package-Lists|Download-Upgradeable"

perhaps there's another config file overriding your settings.

And check syslog for any cron/anacron errors.

Is your system up full-time?  If not, is anacron installed and running?
