for me, i always (from pre 3.5.9 days) had problems with the 2 rows.
whenever a new program opens, they become one row, and i have to
increase the height a few pixels and decrease it back!
then i found that setting it to 52~55 pixels solves this problem (higher
than 55 doesn't look nice, at least to me) :-P
