upgrade to 8.04 halts at locales (Nth workaround)

I just ran into this problem on a Gutsy installation.  I'm going to try the
boot from 26.22-14 and remove /var/lib/locales/supported.d/local file then
start "dpkg --configure -a" tonight and see what that gets me.

Kind of sucks when I just installed a system a week ago and it worked just
fine.
