Cannot switch keyboard layout

[Knapp]

What really drives me nuts is that I use a dvorak keyboard and it
comes up as a little USA flag but the others that us the computer use
the USA qwerty keyboard. It comes up with, you guessed it, a USA flag.
How do you now what you are typing on or choosing? Who designed that?
