You want to modify /etc/dhcp3/dhclient.conf.

prepend domain-name-servers 127.0.0.1;

will put 127.0.0.1 as the first name server, then the DHCP assigned ones
following.  Obviously, you can specify another IP, and you can also
use "append" to have your server searched last (not that I can think why
you would!).
