Cannot open KDE Component Chooser

In Kcontrol the KDE Component Chooser is missing. This was also the
case in a previous Ubuntu install, however in that one I could simply
open /usr/share/applications/kde/componentchooser.desktop in Konqueror
and use it. In this install, I cannot. What can I do? Is there a file
that I can manually edit? I need to set Thunderbird as the default
email client.
