_That_ is a problem that's common to far more than Ubuntu.  /usr/share/doc
doesn't contain much of use for most of the packages that are installed. 
They make the directory because policy dictates there must be one - but not
that there must be something present in it.

So it's no longer polling, but most of that memory is probably still being
used by hald.
