howtos about networking in general, not spefically about Kubuntu. But for 
a simple network setup you need only goto

System settings -> Internet & Network -> Network Settings

One program would be Camorama. Maybe you need a driver for the webcam. 
Look here <http://mxhaard.free.fr/spca5xx.html> if it is not supported 
out of the box.
