Wireless couldn't connect

Hello to All

I have problem with wireless connection via my laptop, my laptop model is
Dell Latitude D600.
there is available wireless network around my place, and the wireless
network is set to be free for anyone.
my problem is, when I would like to connect to that network, it is unable
it happens also when I use win XP,
Previously, I could connect to this network, and it works well
I have tried to fix by reinstalling my Kubuntu, but it doesn't fix the
problem.
So, I wonder why this time on and on, I could not connect anymore to this
network
I have ask to the network administrator, and he said that he doesn't block
anything.
do you know what is the problem that I encountered now? and how to fix this
problem.
