Earlier functionality difficult to find

Right-click on the panel, choose configure panel. In the dialog click the icon 
labeled menu on the left . There you will find this option

Right-click on the desktop, choose configure.

The wording of the menus may be a little different, I'm not using english as 
desktop language.
