Why not?  kde*base-dev is not necessary for general kubuntu use.  Therefore,
it's entirely possible that the latest version wouldn't be compatible with
an existing kubuntu-desktop.

I know you said you were told that KDE3.x and KDE4 could exists
side-by-side, but I would really have my doubts.
