Where is the KDE Control Center

Yeah, KDE Control Center works just fine for me. ;-)

Whatever -- KMail, which you are using, has a nice feature where you can just 
hi-light the portion of the message you are responding to and then click 
reply or type 'L' in this case to reply to the list.

Personally, I don't care if people top or bottom post as long as its clear 
what aspect of the quoted message they are replying to.  Bottom posting when 
you are replying to some comment midway though a long post sucks too.  The 
whole point is being nice to your readers. No?
