Where is the KDE Control Center

I have it also, but as I recall it isnt there by default and you need to
activate it by first right-clicking on KDE Panel and selecting "Unlock
Panels". Then right-click again and select "Configure Panel...". Now you
should have the "KDE Panel" settings window open. Pick "Menus". and from
there checkmark "Settings" from the "Optional Menus" of the "K Menu" section
and then just hit OK.
