function keys dead in 6.06 LTS Live dvd installation, need them badly.

Greetings;
Maybe I didn't state the problem well enough before.
It appears the function keys are all disabled or intercepted by the x server,
on an install based on the 6.06 live dvd.
The main program that MUST run on the machine in question needs access to the
output of these F1-F12 keys along the top of the keyboard.
I cannot find in the menu's, any method of even changing the keyboard. Do I
have to install the rest of the kde system in order to gain access to
kcontrol and its facilities?
In which case which package is the meta package that installs it all?
If this is not the right mailing list for this question, please advise as to
the proper list.
