Yes and no.  Ultimately, it is just a text file that can be viewed in any text 
examiner/pager/editor.  But mbox is a format that stores entire mail folders 
in a single file, so it may not be pleasant to read.  Maildir, on the other 
hand, stores a folder as a directory and each mail is a file, more easily 
view.  the other advantage of maildir is not having to compress the folders 
as with mbox.  When you delete a message in mbox, the message remains, but is 
marked deleted until you compress the folder.  Compressing rewrites only the 
active messages to a new mbox file.  With maildir, delete a message, delete 
its file.
