What is the proper upgrade path for Ubuntu 6.10 ?

If you are up to date on 6.10, you should be able to upgrade to 7.04.
In fact, if you are using a GUI tool like synaptic or adept_manager,
you will be prompted for that upgrade the next time you run it.
