Basically you need to add a repository to your sources.list, info on what to 
add can be found here:
http://kubuntu.org/announcements/kde-356.php

How to add repositories:
https://help.ubuntu.com/community/Repositories/Kubuntu
To add the 3.5.6 repo, follow the section on "Adding Canonical Commercial 
Repositories" and substitute one of the repositories listed in my first link.

Then 'fetch updates' and then do a 'full upgrade'
