Don't really have the need my self, but as I was guiding a newb thru Kubuntu I 
noticed this what I would call inconsistency. Either the Modify/Remove 
buttons shouldn't be there or there should be an "Administrator Mode..." 
button. perhaps I should file it as a bug...
