Where is Kcontrol?

Kcontrol seems to be a pretty important applet to leave out of
Kubuntu...well I know it's not left out but is there a way to get to it
from one of the existing menus in Kubuntu or is the only way through the
command line?

I would think that something like this would be combined with "System
Settings" in the K menu...why would they not include this in the
"advanced" tab of "System Settings" it seems like such am important link
to forget. 

Or is there another applet that is already there that can configure what
the KCONTROL applet can?

Please somebody shed some light on this one.
