'locale' shows the environment variables set in /etc/environment.  The 
'system settings' dialogue doesn't change these.  My guess, and it's 
only a guess, is that the 'system settings' only apply to KDE apps.  In 
order to get thunderbird to display dates the way I wanted, I had to set 
LC_TIME=en_DK.utf8 in /etc/environment.
