I would say indubitably so.
I know Firefox 2 runs on Windows 98 (unless my pal is fibbing)
Admittedly I can't speak about Win 3.11 -- but who the heck does :)
I can't speak for Vista either, but I would be confident that Microsoft would
not break compatibility willy-nilly.
As far as apps from 98 to 2000 to XP go, I have never once experienced a
problem. No-one I directly know has either.
I am not infallible, but I am confident based on experience. I am sure a few
examples (like iTunes) could be made but they really are the exception.
