I can offer no help, but I can confirm that the KDE Xkb options bits have 
never worked correctly for me through many generations of XFree86/X.org and 
KDE.  I have no idea why.  As you say, the checkboxes are there; they just 
don't work.

I settled for having to go click the little flag icon in the system tray to 
change between English and Spanish layouts, and yes, it is really tedious to 
have to go through that just to pick up the odd <moves hand to mouse> ñ or é 
<moves hand to mouse> and switch back.

I've looked for a solution off and on for years.  People have tried to help 
me, and put me through complex rituals of trying this and that, but all of it 
was to no avail at all.

At least you know you aren't missing something obvious.
