Actually, its the other way around, it is Linux that doesn't want to included 
proprietary libraries.  The MPAA (RIAA is for sound recordings; MP for motion 
picture) will license the css decoder to Linux if Linux wants it -- the same 
way it does with windows and mac -- but it will do so for a licensing fee, 
and will not release the source code.  The only reason de-css still works is 
that it is built into too many DVD player appliances for the MPAA to change 
the algorithm.
