tool used to download packages?

On Debian, I had very similar timeout problems on occasion.  My solution was 
to switch from whatever.us.debian.whatever and pick a real mirror directly, 
like http.mirrors.somewhere.com.  During one particularly ugly battle, I 
wound up with the IP address of a working server in there, so I could bypass 
whatever top level magic kept routing me to a server that wanted to keep 
timing out at random.

This was Debian, not Ubuntu, but a similar problem might give way to a similar 
solution.
