i am pretty sure it´s default - at least with german localisation.
Dunno i that´s different from other languages.
anyway:
konqi > Settings > configure shortcuts > enter "term" in the search bar

there you have two choices, the term you mentioned with F4 aka
"Open Terminal" and the other is "Show Terminal Emulator"

set a keybinding yourself for the latter and you are done.
