No personal experience, but logically speaking the output should be
very similar (and the html just as messy) with the exception that
Impress would probably give you more control over how everything
looks. The downside would be that a real webpage shouldn't look like
a presentation slide. Again, I have no personal experience in that
area, but I think you should learn to use a _real_ web authoring tool
like Quanta, Kompozer, or Bluefish (especially if you are in this for
the long run).

I started out learning basic html from websites like w3schools.com and
htmlgoodies.com and updating my high school's website for a while, but
it wasn't until I started doing some real web development at work
(including a _huge_ website upgrade) that I became proficient enough
to understand how most everything works. I'm just saying the best way
to learn is to start getting your hands dirty.

I've installed it before and tinkered a little bit with it, but I'm
pretty sure its overkill for you. It might help if you gave us some
details on your project, but I really think that the amount of time
you would spend learning how to use Joomla would be nearly equal to
the amount of time you would spend learning basic html. You could try
Joomla if you really think you need something that complex -- it isn't
too difficult to learn (but neither is html).
