There was a recent thread about this. The answers were:
1. Easiest -- Open Office (Write stuff, save as HTML. Terrible output.)
2. Next: KompoZer (Might be unstable, not KDE app, was nVu and I always hated 
it with a bright and burning passion.)
3. Last: Quanta (must know HTML a little, I use this one. It's nice.)
