4.0rc seems to be pretty solid, but there's a lot of functionality and 
documentation missing.  Since it installs separately, you can run it w/o 
affecting your 3.5 installation, however, I have been running as a different 
user in case something decides to write to ~/.kde instead of ~/.kde4.  That 
keeps a functioning 3.5 install available.  Follow the instructions from the 
link on the kubuntu homepage.  The new K menu will be mostly fully populated; 
anything installed from a kubuntu deb will appear.
