I have an idea about why they hide the KControl menu option: Stop confusion.
You can enable it by right clicking on the taskbar, or Kmenu icon, and
selecting "Configure Panel" -> "Menus" and click on the check box
beside "Settings" under the "Optional Menus" list.
Click "Apply" or "OK" and you should then have the Kcontrol menu along with an
Icon for Kcontrol itself.
