VI arrow keys behaviour

Arrow keys are implemented in vim (vi improved), not in the basic vi.
Though the devault vi in Ubuntu is vim.

What may cause arrow keys not working is the terminal information
terminfo not beying present on the accessed host

Look at what tells the $TERM environment and ensure there is a
corresponding named terminfo file on the host you are using vi.
