Probably there is none of those commands running. Anyway, to be sure, you 
could try this command in a terminal:

sudo killall adept apt-get aptitude

However your problem is more likely a stale lock file. According to 
<http://ubuntuforums.org/archive/index.php/t-331923.html> you should 
remove the lock files in /var/lib/apt/lists/ /var/lib/aptitude/ (and in 
in /var/lib/dpkg/, but that's what you tried already). The command in a 
terminal to remove those files is:

sudo rm /var/lib/apt/lists/lock /var/lib/aptitude/lock

Maybe somebody knows other possible locations for lock files?
