That's easy to do in KDE too (and this is, after all, a KDE reflector
:-) ). There's an item in the Keyboard Layout configuration dialogue
under Regional and Accessibility that sllows you to set the Compose
key to be things like right-ctrl (which is what I use).
A quite lengthy search to discover where the compose key mappings are
held, however, has come up empty. Considering that it's such a useful
and powerful capability, its documentation seems to be remarkably
obscure.
