cups problems, can't access server

Greetings all;

I have a kubuntu system, customized for running emc2 on, a cnc machineing 
program.

I have cupsys running, and have added a few lines to /etc/cups/cupsd.conf, 
and to the include file that should enable browseing so that it can locate 
the printers defined on this system.  My firewall box, which has an older 
cups, has a client.conf file, but I note the kubuntu version doesn't.

Turning up the debugging to downright mouthy, and tailing the error_log, 
then issueing an 'lpstat -d -p -h coyote.coyote.den' results in this being 
logged:

the server is pingable in .2 millisecs, by name or address.  Why does it 
say what its saying about client-error-not-found or no auth provided.  
What am I missing?

And then this net probing stopped also.

Do I need to add a 'client.conf' file?  And what about the authorization 
its complaining about?

This all 'Just Worked(TM)' when a previous debian based install was on this 
box, and it works from my firewall box, so I know it can work.  But 
apparently not how to make it work. :(
