Confirm: Both kdebase4-dev and kde 3.5.4 packages installed?

i had this problem too... but the broken package is in 3.5.3
someone in the list told me : sudo apt-get dist-upgrade
and kdebase4-dev was changed in 3.5.4 and working...
This package is needed by kdevelop and it couldn't work till i upgraded..
