Confirm: Both kdebase4-dev and kde 3.5.4 packages installed?

I am trying to track the problem I have written previously about in this
forum: I cannot install kdebase4-dev package and am trying to track the
problems causes.

So far I am convinced that the problem lies in the semi-official
packages of kde 3.5.4, created by Kubuntu team.

To prove I am wrong: could someone confirm that they have both the
semi-official packages of kde 3.5.4 AND kdebase4-dev installed on
Kubuntu Dapper?
