kdelibs4-dev not installable?

OK, so I have traced part of the problem to the wrong version of libfreetype6 
package, which prevents libfreetype6-dev, which in turn prevents 
libqt3-mt-dev, which in turn prevents libarts1-dev which finally prevents 
kdelibs4-dev from being installed. There are two more trees of "broken 
packages" problems below kdelibs4-dev ... See below PS for command output.

Now I guess it all comes down to KDE 3.5.4, which I have installed from 
kubuntu.org repositories. If I try to downgrade libfreetype6 from 
2.2.1-0ubuntu1 to 2.1.10-1ubuntu2.2, Adept threatens to remove all of KDE  
3.5.4.

If I am right, I guess something should be done  with the semi-official 
Kubuntu repositories and compatibility problems - I think it is nonsense that 
using those packages prevents kdelibs4-dev and other development packages 
from being installed. 

What is the kubuntu policy on these matters?
