Yes.  It is probably safe to force the upgrade.  I had to force one (I don't 
recall what) when I upgraded to 3.5.4.  YMMV.

Yes, since kdenetwork depends on kopete, it will be uninstalled if you 
uninstall kopete.  This is the expected behavior if there is a dependency.
