question on disk drives and enabling them in System Settings

I have two disk drives in my Kubuntu 6.06 LTS box and I would like to format
the second one and use it.  Can I do this through System Settings?
Currently in System Settings (administrator mode) the disk is shown as not
enabled so I think I need to enable it or?
