Dapper cups admin mode

I just upgraded my daughter's box to Dapper. I now am trying to install 
a new printer via the cups system - localhost:631
Does authentication for admin mode need to be done by root? If so how 
should I go about it?

I did try the KDE printer manager but it said that there was a 
permission error when I tried to install the drivers (using the wizard 
in admin mode after I gave my password).
BTW. What is the difference between the 'cups' drivers and 'foomatic' ones?
