There was a bug in older versions of Users&Groups configuration module that
has corrupted permissions of /etc/shadow file. Please check that it has
permissions like this:
-rw-r----- 1 root shadow 910 2006-05-11 08:40 /etc/shadow
If the group is not "shadow" change it with:
sudo chgrp shadow /etc/shadow.
