Using UTC

@Tez: My question was surely misleading. In fact I don't want to change the
time of the computer, I just want to set the configuration so that "Linux"
knows whether the system clock of the computer is based on local or UTC time
zone.

@John: I know that one ;-)
I wanted to know if it is possible to change that very setting from the KDE
Control Center (Some people are trying to reduce their GUI-addiction in
profit of shell commands, for me, this is the contrary ;-)
